I have my old PIII-450Mhz with a 256M Ram and I installed a FireWire PCI card to download my DV movies. Does this look sufficient? or do I need a more powerfull pc to download and edit my DV?

Capturing shouldn't be a problem ( it depends on the speed of your HD and uses very little CPU ). Now editing and encoding you will have problems cause encoding especially is CPU intensive.
