I've been trying to convert AVI (made with Ulead 720x480 NTSC) files to VCD/SVCD (TMPGEnc 12J) for the past month.
I've had no problems with VCD, but with SVCD it's a different story.
I've noticed that if i go higher than 352x240, when there's a change of scene (or when somebody moves there hands) ghosts lines appears until the scene movement stops.
Is this normal ? I'm using the original templates with the settings in the «How to» section of this site.

Try the ghost reduction filter in TMPG or if you use VirtualDub, try a blur filter.
