  1. Is there a program that can open an mpeg file and show it frame by frame and allows you to delete certain frames?

    Don't mean to contadict its a good option but last I looked Virtualdub reads mpeg1 but only writes avi. You may be able to frameserve the output but it would still get reencoded

    Are you interested in commercial stuff. Like Mpeg2vcr. You can cut sections with it and not re-encode but it messes up the synch.

    Mgi Videowave, Ulead has a number of apps but I believe all these re-encode after the splice.
    They all play with individual frames but I have not used them to just cut out a bad frame here or there.
