Hello all,
I'm trying to convert a 1hour of NTSC-DV to fit on a 700mb file. Is there a good and precise why to do it whithout changing the resolution and maintaining a good quality ?

Your simple question has the kicker of "not changing the resolution". That would require an awful lot of compression (in my opinion).
I would take the DV and encode it with TMPGenc as VCD using 1500 video bitrate. The hour will fit, and result should look good on a DVD player. -
1 houre of DV fit in a 700 mb CDR/CDRW in VCD format.
of course you must to loos a litle quality and size.
use TMPGEnc Motion search precision: Highest quality,and check soften block noice. its a very aceptable quality..
