Kinda tricky, since most capture devices do Ntsc/Pal only and not Secam.
If you have a capture card that will only capture in Ntsc/Pal, you need a VCR that can play Secam and convert it to a Pal/Ntsc output. I believe the Samsung S5000 would be your best bet (can t be bot outside the States though).
Another option is to look for a cheaper VCR that plays Secam properly (input/output Secam) + a separate video converter to Pal/NTSC (the little boxes typically cost about 100 USD or thereabouts). I personally use a Sharp multisystem VCR with an external converter and the quality is ok.
As for capturing, there are many capture cards: you can look at the Pinnacle Video Studio Deluxe or the Dazzle DVC I, II or III, they can capture VCD-compliant footage that can then be burnt to VCD using software like Nero or EzCD Creator Deluxe.
