I tried a lot on 4k without results

Import your video.
Go to the "Filters" tab.
Apply the flip effect (horizontal or vertical).
Preview the result.
Save the flipped video in the "Output" tab.

Only vertical works
But horizontal nothing on 4k

Works fine here. (also works with 4k and 8k sources)
If your input already has rotation info and the output container supports it, Hybrid by default will passthrough the rotation,...
If this is the problem for you change 'Config->Container->General->Rotation handling' to 'ignore'.

Since you clearly didn't read the support page or simply did ignore what was written there, I don't see how I could help further.
