How to transcode NTCS to PAL using a PC

Normally, it would be a set of filters:
1) Separate fields;
2) Perform field decimation (throw out each sixth field);
3) Resize 720x480 to 720x576;
4) Combine fields into frames with the new frame rate (25 fps).

What software does such a transcoding?
