Difficult enough to find NTSC only DVD Recorder models.
I capture PAL with my Canopus ADVC to the computer.
Or, are you only wanting PAL playback?Recommends: Kiva.org - Loans that change lives.

is my recommend, do bear in mind that these will only record in either ntsc/pal not convert,,therefore you need a pal/ntsc tv to monitor the results.
Years ago the daytek recorders used to take a pal input and record in pal and convert to ntsc for the output, I also have a very fragile Curtis dvd recorder )same as RJ electronics) dvd recorder which does the same.

Also older Philips but the picture quality is horriblePAL/NTSC problem solver.
