  1. I have a few VOB files on my PC that I want to combine into a video, but they have 2 dubs.

I downloaded Audacity and ffmpeg for it, used vobedit to export the .ac3 sound files (clicked some demux option) and imported them into audacity. Problem is it's one sound file but it has 2 dubs inside it, so I don't know if audacity or some other program can "figure out" the difference in sounds and remove one of them :S

You better hope these two "sounds" are one left and one right. If they are not, you are not "removing" one (an OVERdubbed language or whatever).
Unless you are talking about two separate audio streams.

  3. If muting one tack doesn't work, try merging the two tracks into to one. If that gets you the wrong track language, go back to the start, invert one channel, then merge them into one.
