  2. audio has no frame rate, you can match it to any video's frame rate

  3. Some encoder GUI's refer to it as a frame rate conversion because it's easy to understand (ie 25fps to 23.976fps), but really there's no frame rate conversion involved. They're just stretching or shortening the length of the audio by a specific amount. Hence the discription of PAL Speedup or PAL Slowdown is sometimes used instead.

Audio is just audio unless you know the frame rate of the video from which it came.

Yes, audio has no frame rate, and it's more continuous, whereas video has more discrete components like frames. In other words, it doesn't have "segments" like video has for its frames.

Audio has duration, which can be be adjusted by changing speeds, faster/slower speeds for shorter/longer duration respectively, and can be changed with pretty much any percentage value, unlike video which needs to conform to a certain divisibility for its frame rate.

I guess, if you want to look at audio's "frame rate" it would have to be in digital, and it would have to be as microscopic as 0s and 1s. The more bitrate, the more microscopic. On the other hand, analog audio's continuity is infinite for its entire duration. No segments at all.
I hate VHS. I always did.
