I'm asking this question on behalf of someone else.
Is there a software that will allow you to see what bitrate a movie or iso file is encoded too?

Bitrate viewer for one. There are other similar tools in the Tools section.

Note, many tools that report bitrates only look at the header data. The bitrate reported there may have little to do with the actual bitrates used throughout the video. Bitrate viewer examines the entire video and shows a graph of the bitrate over the entire video and also reports the min/max/average.
