On all encoding software the resolution for creating mpeg for vcd in NTSC is 352x240. Is it possible to capture an mpeg at 480x480 or even 640x480 and still be able to create a NTSC vcd that will play in any standalone dvd? Also, would making the resolution higher than 352x240 make the vcd picture quality better?

Going higher resolutions at the same bitrate will only lower the perceived quality. Any resolution other than 352x240 NTSC or 352x288 PAL will NOT be VCD compliant and may not play in all VCD players.
You can encode SVCD (480x480 @ 2Mbps), but that reduces the amount of video you can fit on a CD.
