How do I change frame rate by program MKVtoolnix
want to explain the pictures

1) click add to add the video
2) highlight the video track
3) click on format specific options tab
4) use the drop down menu under FPS, select your frame rate
5) press start muxing

But there is no consensus between sound and video

highlight the audio track, format specific options tab, enter the stretch ratio (use inverse of the fraction by what you changed the video, i think)

e.g. it might be 23976/25000 or 25000/23976 , etc.. depending on what you changed the video by
