Sorry if these have been asked before, or are not relevant.
1. Is WinDV still the best way to capture from camcorder -> digital?
I personally do find it 10/10, but just wondering if there are better tools I should try.
2. Does using WinDV with a slow PC or large PC make any difference? I mean in terms of the video quality.

1 Yes. Assuming all you want is to capsfer the video.
2 Makes no difference, as long as the computer is at least fast enough to keep up with the capsfer (no dropped frames). The video capsferred is the same quality as what's on the tape."Shut up Wesley!" -- Captain Jean-Luc Picard

All WinDV will do is capsfer. Other software can also process the video while capsferring to do things like embed the timecodes. Editing isn't done in WinDV, but the resulting DV-AVI file can be compatible with most editing software. Some editing software include a capsferring option, which may or may not be as good as WinDV.
