  1. Whenever there's movement of the picture on a DVD,
    lines appear where there should be clean blur:

    This occurs when watching from the DVD itself, or a VOB ripped from it.
    I've tried it on three different computers with the same results (with VLC).

    Is there a name for this phenomenon, and some way to prevent it?

    It is called interlacing. You should not see it on a TV because they are designed for viewing interlaced material. Even newer progressive TVs such as plasma and LCD have clever circuitry built into make it look clean on playback.

    Computer monitors do not have this circuitry, so the effect is very visible. VLC does have different deinterlacing filters that you can try (video->Deinterlace). try each one until you find one you like. They aren't as good as dedicated hardware (i.e. your TV), but then your monitor wasn't designed for watching movies.

  3. Good to know. I've wondered what deinterlace was all about.

    So were I to encode the DVD to mp4 using handbrake (if you're familiar),
    which deinterlace setting should I use to clear things up?
    Would any of the other "filters" improve the picture?
