About H.264 files

Can somebody advise please what I should do with H.264 files to convert them to NTSC DVD? What tools to use? Thank you!

Sorry but I am not sure and do not know how to determine.

I have extracted one from mkv and it is H.264 and I have another one just as "x264".

When you extract from an mkv you should get a raw stream.

Well I'd probably just convert the mkv. What framerate is the source?

Sorry for the ignorance but I am not quite sure.

VirtualDubMod shows:
- Data rate: 1503 kb
- Frame size: 720X368

I am not quite sure which one I need to post.
