Most likely it is a DirectShow filter and you need to register it with the computer.
You need to do this:
Go to Start Menu
Choose Run...
Type 'cmd' in the box and press Enter (don't use the quotation marks)
You'll see a Command Prompt window open
Type each of the following, press Enter at the end of each line
Code:c: cd \windows\system32 regsvr32 <the file you downloaded with quotation marks around the full path> exit
Code:regsvr32 "c:\documents and settings\rod641\my downloaded file\mpeg2enc.dll"

You must type everything accurately...
rod641, you will get more answers here if you use punctuation, sentences and paragraphs to make your posts easier to read. But follow JohnnyMalaria's advice and you should have a good start.
You might try using VLC Media Player as it uses it's own codecs and doesn't rely on the system codecs if you just want to play back a file. If that works, then you have a codec problem. Windows doesn't come with a MPEG-2 codec. You have to install one.
Also a program like Gspot 2.60 will tell you which codecs you need. If you are using Shrink to back up a DVD, then you may have an encryption problem. If so, use RipIt4Me before Shrink. And if Nero has problems with burning, ImgBurn is a better burner for DVDs.

I agree with jimmalenko, posts such as this should be ignored till the author cleans them up.

sounds like he needs to re-install/upgrade his ASPI
poor english is somewhat acceptable when the user's location indicates a non-english speaking country
when location shows as "United States", lay into 'em hard
if that post isn't a joke, he's the laziest poster I've ever seen. that shit's worse than when ******** try to post in ebonics."To steal ideas from one person is plagiarism; to steal from many is research." - Steven Wright

I am sorry about my english. I made Ds in english think you for understanding and think you for the help. I will try what you suggested.

Well as his last post shows it can be done when he tries. No slack here.

Indeed, indeed. The US is essentially a nation of immigrants, but I also made D's (and a few F's) in English throughout High School.
I think jameshgross hit the nail on the head -- laziness seems to be the culprit here."To steal ideas from one person is plagiarism; to steal from many is research." - Steven Wright
