I have the PVR-350, so I'm not sure how different the 150 is from that, but I have a few suggestions. If you are allowed to capture at a resolution of 352x480 then do that instead of 720x480. The lower resolution is closer the VHS's natural resolution (which is something like 240x480) and will allow the bit rate to be used over a smaller area, which should improve quality. You'll get more bits per pixel and the quality should be better. Use a bit rate calculator and set the bit rate accordingly. VBR might be a better choice than CBR for VHS tapes and my advice would be to set the average bit rate to a little lower than the bit rate calculator says to use (maybe 100-200 Kbps lower) and set a maximum bit rate of 2000 Kbps above the average and a minimum of 2000 Kbps below the average. Set the audio bit rate to 224 or 256 as you won't gain very much space from a lower bit rate but you might get worse audio quality.

Optimal for what? Best possible picture quality period? 1 hour on a DVD? 2 hours on a DVD? 8 hours on a DVD?

vbr would probably not gain any space on such a poor compressing source (vhs is very noisy)
