what's the best codec to use to do this?

    the file is 44mbs, 1920x1080 res, 29.97fps MPEG-2 (saved from a mpeg-2 transport stream to mpeg2).

my pc is having big trouble rendering this in premiere.

    1080i 44Mb/s MPeg2-TS is like a network feed.

    Which version of Premiere?
What is the target? DVD? HD DVD?

Set project settings to 1920x1080i 29.97fps, import the file, then set the encoder for the desired output. Expect this to take a very long time.

If it is film source, you might want to inverse telecine to 23.976fps progressive first.

I don't have v2.0 but TS files load into v1.5.

Are you trying to make a DVD?

Those are for studio 10 bit SDI HD*. Look for something like this:
    HD 8bit 1080-60i (1920x1080, 29.970 fps) uncompressed 4:2:2 YUV

Broadcast MPeg2_TS will import into an uncompressed 8bit 1920x1080, 29.97 fps project with upper field first and square pixels. The MPeg2 will decode to YUV components in the import process.

Audio will usually be Dolby Digital and needs to be decoded. Somebody with v2.0 can show how this is done. It will load into 2 to 6 16bit 48KHz channels.

    * Broadcast 8 bit 1080i MPeg2_TS will take a long time to convert to 10 bit SMPTE-292M SDI. It isn't what you want anyway. Stay with 8 bits.

    Quick reply:

Assuming the settings are correct, you need to place a selected clip (make it short) on the timeline and then "render the workspace". You haven't decompressed the stream yet. You are only using a low resolution viewer mode.

After that you need to encode the result for DVD or HDTV display.
