  1. This happens on animated shows I capture with my Hauppauge PVR 250. I have a sample video here http://host-a.net/getfile.php?usern=freebird&file=dtt.mpg

Look at the sidewalk and window to see it better. Anyone know what I'm doing wrong?

I thought at first that it was interlace artifacts that would only show on a computer monitor and not a TV, but instead, it may be related to some radio frequency interference. Does it have the same effect when capturing from a VCR or other source? If this is the case, check your cabling and for RF interference sources. You might also try moving your card to another slot if it's in the one below the video card. That's a long shot, though.

Have you tried playing it on a regular TV to see if you still see the problem? That would rule out interlace as the problem. A computer will only display interlaced video properly with a player that can handle it, like PowerDVD. Have you tried other video besides cartoons to see if it's present?

  3. The problem is still there when viewing on TV and PowerDVD and is only happening on one channel to both animation and video (but on video it is not as noticable as animation). I suppose this is something I will just have to live with because it's only happening on the one channel?

I kind of thought that might be the case. If you look at the speed which the interference changes, it looks almost like a audio signal is interfering. Maybe a strong radio station or the interference is coming with the TV signal? Those types of interference are hard to pin down.

It may even be internal to the video card tuner. Do you still get the same if you use a VCR to tune, then feed the composite out to the card? If so, it may be the TV station or the cable company if that's what you are tuning. I have interference on several of my TV channels that the cable company can't seem to do anything about.
