What is the optimal encoder settings to create a H.264 that matches DigiBetacam quality ?
Anyone with suche experience ?

No compression scheme will "match" Digital Betacam.
Start with 8Mb/s and then increase bitrate from there until you like the result.
PS: H.264 max video bit rate (VCL) for High 10 Profile (Level 3 10bit 720x480i) is 30 Mb/s.
The VC-1 "Advanced L2" 720x480 bitrate is 20Mb/s for comparison.
