Firecoder, Matrox CompressHD. There are several programs that can use the graphics card's ability to encode h.264: Badaboom, MediaCoder, etc.

I know GPU accelerated encoding and used ATI few times. But, now I am looking for a solution for my laptop which doesn't have a GPU.

Ah, you need a USB solution. I don't know of any for Windows. Only video capture devices.
