SVCD audio skipping

I extracted the audio from my divx in VDub.
Put the file in to TMPG v2.02 with the toolame plugin.

What's the deal?
I read in this post that they had the same problem.

Are there any other encoders/plugins that could prevent this.
Just in case you think i'm stupid the orginal divx doesn't have this problem and the file extracted from VDub doesn't have this problem. So the source must lie in either TMPG or Toolame or both.
