  1. whats the best program to enhance video quality and sound when some movie audio and pictures are bad quality

    You're limited in what you can do. Once converted to digital it's pretty much waht you're going to get. Using filters lightly can have some good affects but used heavily they can ruin detail etc. For the best results fix it before you convert it... See the restortion forum for more info on hardware alternatives.

    Having said that most editors come with filters for removing noise, setting the contrast etc. Depends on where you want to go with it....

    As afar as audio I'm not very good but have used Audacity and some of the other audio apps with success. As far as the best that's in the eye of the beholder. Check the tools section under audio editors.

    Also virtualdub has oodles of filters for video you can get on the internet. If its mpeg/vob use virtualdubmpeg2 or virtualdubmod. But it outputs to avi only unless you frameserve to a mpeg encoder like tmpgenc.
