I rip subtitle from dvd, i have subtitle for divx movie. They are not synchronize properly. What is the best way synch my divx subs to my dvd ?

Are they off by the same amount all the way through? Then it's an easy matter to adjust the delay. There are several ways to do this, but I'd convert them to SSA first, using Resynch (comes with the VobSub package), open the SSA subs in SubStation Alpha, and at the top, go Timing->Shift Times and adjust the times.
If you have a progressive delay (gets worse as the video goes along), then maybe your subs are PAL and the video is NTSC or vice versa. In that case you can adjust the framerate in SubCutter (also in the VobSub package). If the subs are timed badly, and there's no pattern to the asynch, then you have your work cut out for you, and I'd go and look around for some better subs.
