I have this avi movie but its not very sharp in images has a few bloky images is there anyway to smooth that out and sharpen it?

Most editors have a sharpen filter but that will just exacerbate the issue with the blockiness. The blockiness is called macroblocking and is caused by a low bitrate. Essentially most of the video data is gone. you can't fix what's not there.
You can remove the blockiness by reencoding at a higher bitrate with a soften or a blur filter but that will result in more detail loss where there is no blockiness. -
so in other words its beter not to play with it, cuz itl only get worse

You can try a filter chain on virtualdub. Then you judge if it is worth it

MSU_Smart Sharpen (overall & boarders) to sharp it
