Yes. If you want more help then tell us the source of your file, like avi,mpg,mp4, etc and what video codec.

You also have to remember that you
1. cannot bring out of focus footage back into focus
2. SD video is inherently low resolution (720 x 480/576) and doesn't give you a lot to play with
3. sharpening comes in many flavours. The best are complex filters in avisynth, which takes tie to learn
4. sharpening can increase noise, which may be more distracting than the original problem, and which may require a higher bitrate when you re-encode in order to maintain quality.Read my blog here.
