enhancing old 80's cartoons??

does anyone know how to take an .avi file of an old transformers cartoon and encode it to vcd? and still keep good quality..
my epps that i have are in divx format but they only look decent if i play them in a small window....does anyone know how to encode and enhance them so that they play the same quality in larger reselution..?

can anyone make me a template for TMPEG that could make the cartoons really good
i dont care how long i got to encode for
even if it takes 3 days of encoding for a 22 minute show just as long as it looks and sounds great once i put it in my dvd player
