Need some help plz.
scenario: Have a DVD movie, the station agent, and it stutters and freezes at times on home DVD. Looking at the bit rate for this I see numbers as high as 10000+.
question: Whats the easiest and quickest way to re do it with a lower max. bit rate?

10080 may be the theoretical max, but the practical max is lower. I try to encode no higher than 8000 or so. If I recall correctly, TMPGEnc 3 Xpress has a checkbox to limit encoding rate to 8000 on the last or second to last step of the encoding setup process. That's not a bad idea.

10080 is max data rate (everything taken together).
For video max is 9800.
As for practical... well I test my player with raw mpeg 12000 + 384 audio burnt on CD - it plays it. -
