I have a SVCD in 480 X 480 format, and I am trying to convert it to a DVD. Since standard DVD comes only in 720 X 480 or 704 X 480, the video looks "stretched" sideways. Is there a way I can somehow convert it to a video frame of 720 X 480, but with 120 pixels of "blank space" on either side of the frame such that it preserves the original 480 X 480 frame size?

I am sorry I think I posted this in the wrong group. I was looking for discussion on converting SVCD to DVD, without realizing there is actually a program call "SVCD2DVD".
I used TMPGEnc to recode the MPEG file, changing the pixel to 720 X 480 in order for the final MPEG to be acceptable by TMPGEnc DVD author to recode it into a DVD.
