I'm not a hopeless newbie at this, I promise. I followed a very handy guide very closely. Said guide can be found here: http://www.eggshellskull.com/pal2ntsc/

Loading my AVS file into VirtualDub reveals the result I am after: 720x480. Loading my AVS file into CCE and clicking the "picture quality" button also reveals a 720x480 image. This is a 4:3 image and 4:3 is checked. I do not have "resize" checked (nor do I seem to have the option). Yet CCE insists on taking my 720x480 input and spitting out a 720x576 MPEG2 file. The 720x576 image has the original 720x480 image centered between black bars on the top and bottom.

My only guess is that CCE is getting confused and assuming the video must be intended to be 720x576 because I have "25 fps" selected, as per the guide. But the fact that the guide stipulates the necessity of keeping it at 25 fps suggests that this guess is dead wrong. What I do know is.. I haven't a clue why this is failing so badly.

Untick the box that says For DVD (or similar) in CCE. If that box is ticked, CCE overides your choices to make the video compliant. The guide is right, but probably for an older version of CCE, which didn't have this option.
