Making sure forced subtitles actually come up in vcd

I make mpeg 1 conversion from my dvd's. Usually i dont care for subtitles but this movie they are speaking in another language in the middle of the movie and when i usually convert i do it dvd2avi>Tmpeg>Tmpeg dvdauthor>dvd. Now the problem is i dont know how to make sure forced subs actaully show up on the vcd permanantely? can anyone add to the above process or am i looking forward to multiple guides? Went to doom9 but it did not have an answer to specific thing i needed, maybe i missed it scanning through quite a lot there. If anyone can help will appreaciate it
