  1. ok so i figured out ( thank you sacajaweeda) how to unlock the controls in tmpgenc but it still outputs the same size file no matter what i change the bitrate to. i have also lowered the sound quality bitrate to 96 but no matter what i do it always outputs the same size file.

    Stream type: MPEG-1 Video
    Size: 352x264
    Aspect ratio: 1:1 VGA
    Frame rate: 29.97
    Rate Control mode: Constant CBR
    Bitrate: 500
    Motion search: high quality (slow)
    Stream: MPEG-1 Audio Layer II
    Sampling freq: 44100
    Channel: Stero
    Bitrate: 96

  2. That problem sure sounds familiar to me, go to the Settings / System in your TMPGEnc, and check what "Stream type" says, I suggest change it to a VCD Non-Standard. That should fix the problem.

The first one is a link to the technical specifications for DVD-Video

The second one may help you to understand a little better how to use TMPGEnc to get the results you want.
