i just encoded an avi file to mpeg using tmpgnc, the picture quality is really poor now, theres a lot of breaks in the picture now. i ran it through Mpeg-corrector and it still looks the same, now my question is did i encode it incorrectly using tmpgnc?

Was the original AVI poor quality? =|
Why are you encoding @ 60fps?

Also what should the Stream Type be? (Mpeg-1?) & VIDEO SOURCE TYPE (Non-Interlace??)

There is no reason to encode @ 60fps. I even bet your source AVI wasn't even captured @ 60fps (so where is all those extra frames coming from - your output MPEG will look so 'laggy' or 'freezing', that is why your picture is 'breaking' or 'freezing'). Double-check if you captued your AVI @ 29.97fps (25fps for PAL). Then load the VCD Template (that came with TMPGEnc). Change the to High-Quality setting as desired and give it a go. Should turn it fine...
