Is this the normal read rate for decrypting dvd's, or should I be able to read at 4X?
Thanks,

Most DVD burners are locked at 2x for reading commercial DVD's. If You want to rip faster like up to 15x then get a LiteON LTD-163d or LTD-166s DVD drive which go for about $40 online. There are other DVD drives that are fast but the LiteON drives seem to be the best for ripping.
