I've evidently screwed up a mpg and didn't notice it till after I deleted the avi file. Didn't have much disk space. Anyway, I'm trying to make a DVD but my video size is 352x480. Is there a chance I can convert that to standard DVD size? I used TMPGEnc Plus 2.5 to encode and am using DVD Movie Factory to create the DVD. I've tried opening the file using TMPGEnc but it crashes everytime.

DVD MF2 should accept that resolution as it is a valid DVD Resolution.
Maybe something else is wrong with it? Audio or maybe video bitrate?
I use mpegproperties, Use it to see what the files properties are. It has a link under tools on the left.
More info beyond just resolution of the video will be needed for anybody to help. -

It should work fine to author that mpg to DVD without any reconverting.

FYI,
An Mpeg2 with that resolution is commonly called 1/2 DVD or CVD. Many people make CVD's (basically an SVCD at 350x480) in anticipation of getting a DVD burner sometime later and easily converting their disks.
