My DVD Player (DV-440) won't play VBR (S)VCDs correctily if the bitrate go below 600-700 kb. CCE is quite fast, but don't find a option for enable padding like TmpgEnc. Checked in BitrateViewer, a enconding with CCE (min 600/avg 1200/max 2400) the bitrate go below 50kb! Raising the min bitrate don't help.
Is there a program to postprocess the CCE stream and add the padding? Could be this done on the muxing?

minimum bitrate: 900
average bitrate: your choice
max bitrate: 2450
sound: 128 - 192 kbps
