You have too many reference frames (16)
For 1920x1080 you usually use L4.1, max 3-4 ref frames for compatibility. Since you are using b-pyramids, you subtract 1, so stick with 3.
Just "changing the level" as in the header information 99.9% of the time does NOT work; you can try h264info if you want
You will likely have to re-encode (=lose quality). It will be better if you re did the encode from the orignal source.

Extract the h264 video using mkvtoolnix and then try edit it using h264info.

seem that H264info does not support MKV file !
when I press in input to open the file it show me nothing !
unfortunitly i do NOT have the orignal source because I downloade these video form RS links ,,

i/o error during transfer, that is the answer and when you got missing bits with an h264 video the result can be that awful.
I got two seagate drives that regularly produce i/o errors so i know what i'm talking about. (freeagent models)
I had some errors with my Wd hdd but very few so you should retransfert the vid.*** DIGITIZING VHS / ANALOG VIDEOS SINCE 2001**** GEAR: JVC HR-S7700MS, TOSHIBA V733EF AND MORE
