    is it possible de decrease or increase the audio in a MP4 file without re-encoding the whole video?

    You can re-encode the audio without needing to re-encode the video,use Clever FFmpeg GUI to do that.

  3. What type of audio? If it's MP3 or AAC the volume can be adjusted without having to re-encode it, and Foobar2000 can adjust the volume of MP3 and AAC without extracting it from the container (mp4 or mkv etc) first. Any other type of audio has to be decoded and a volume adjustment applied before it's re-encoded, but the existing video can be retained either way.
