    If you have a recorded video without subtitles, here is a way to either transcribe or translate it using Google Live Captions.
    Google live captions can transcribe videos using Google Chrome browser.
    Just go to settings > Accessibility > enable Live Caption
    By default there is only support for English, but you can add several languages for example German, Italian, Japanese, Russian, Polish etc. but not as many languages as I would like.
    You can set any language as default and if you enable live translation then you would get the subtitles in English.

    This is all good for streaming while browsing websites but what if you have your own videos that don't have subtitles?
    Playing the videos in VLC for example will not get you subtitles this way.
    The solution is to use Plex Server.
    Add the videos that you want to transcribe or translate to the Plex Server Personal Library.
    Then play the video in Plex.
    If the language is German, then set German as default and if you want it translated, then enable live translation.
    Attached you will see how both options can be used.
    Unfortunately the captions are not created as text but images.
    Well at least you can have translation this way.

    Another method that doesn't require Plex Server is to embed your video using html
    Open Notepad and paste the text below.
    Fill in the correct video title and path, width and height and save the file as *.html
