The only thing I can think of is that the problem is the audio.
Try to get all of your audio into the same AC-3 format. For instance if some are 2.0 AC-3 but some are 5.1 AC-3 then you need to convert the 5.1 AC-3 to 2.0 AC-3 so all are the same.

the dvd starts playing with black bgd+audio of first track.
seems that menu doesnt play when dvd is inserted..:/

I don't know if this will help or not...I don't want to confuse you more...but I had a similar problem recently with Tmpgenc Author and AC3 sound and I was able to fix it.
I wanted to combine as one track a few different video clips that I had cut out of larger files in DVD Shrink (using the start/end bars in re-author mode). They were all the same format and everything, but when I tried to upload them into Author as one track, it kept telling me that the "audio existence differs from the present track" and would refuse to read the sound even though the sound was there.
As an experiment, I uploaded into Tmpgenc Author the whole source videos that I had taken the clips from, one at a time. There was definately sound. Author just had a problem recognizing the AC3 on clips that had been taken from larger vob files.
Is this your problem too? Are your video clips all taken from larger files?
Because of this problem, Author would not let me put my clips together on one track, which is what you want to do in order to solve your chapter-skipping problem.
I eventually got around this by merging the "soundless" files together with a file that was recognized with sound, using IFOedit and VOBedit. My clips uploaded perfectly into Author as one video file and the sound was just fine. I then could cut out anything I didn't want in the merged file, using Author.

If you are able to merge your clips together, you can have them as one track in Author and then set chapter points at the ends of the separate clips so that you can skip from one "chapter" to the next.

a folder DVDmix where i have my all my files VOBS made with dvd shrink.
with tmpegenc author, it shows me several titles.
I need to have only 1 title for 1 track if i well understood..
where do i start now?
(i have ifoedit and vobedit but i never used them before)

I used VOBedit and IFOedit to get only 1 VOB from all the VOBs i got.
I actually joined them to have 1 only in oder to author it with chapters easily and therefore fix my prb..
so, i made the test and here what i got:
.menu display okay except
.only first chapter plays cuz i added its sound AC3 sync in TMPEgenc dvd author but i couldn't add the other AC3 for the other chapters...:/
. if i forward for the next chapter...it tries to play for a split of sec. and then stop..(cuz there is no audio i guess..)
where can i add these files? (AC3 that have been recode with AC3 delay corrector)
actually, i dont know where (what prg?) and how should i add each AC3 for each chapters...
please, help me with this one to finalyze my so long waiting files on my hd..
