  1. I thought I followed LordSmurf's instructions for recording a TV movie with my ATI AIW card using ATMMC 8.5 but when I tried to covert using TMPGEnc DVD Author it said it could not use "16:9 video aspect ratio for resolution 352x480".

    What aspect ratio should I be using? (standard, non-fixed, letter box etc?)

    That is correct. Only 704/720 by 480/576 can have a 16:9 or 2.35:1 DAR. 1/2 D1 and smaller are limited to 4:3. If you have a 16:9 source, you have to letterbox it and encode it as 4:3 (common for SVCD).
