by using dvd2avi i extracted an AC3 file that has a 16ms delay...normally this doesn't present a problem since i used to use ifoedit for authoring BUT now i use Tmpgenc author and so i can't tell the program that the audio has a 16ms delay....
SO does anyone know a program that would help me cut those 16ms of delay off that file...?

well i assume that those 16ms of delay are just an addition to the actual audio track....so when the video starts - for the first 16ms there would be an extra 16ms of 'dead' audio....i just want to cut those 16ms so that the audio and the video would be in sync...which would mean 0ms delay...if its a delay -- why would you cut off more ?

You shouldn't notice a 16ms delay as a single frame is 40 ms. In TV a delay of up to 100ms is acceptable.
