How can I tell if a DVD is a DVD5 or DVD9? Can regular DVD writers burn onto DVD9s? Can you buy DVD9s or are they just for commercial use?

On the back of most DVD packaging (near the Dolby Digital logo) it should say whether or not it is dual layer or single layer.How can I tell if a DVD is a DVD5 or DVD9?
No, to 'write' to DVD9's you need to use a commercial press. I believe that technology is in the works to create recordable DVD9's.Can regular DVD writers burn onto DVD9s?
As per above, just for commercial use really.Can you buy DVD9s or are they just for commercial use?
