Searched all over the web and came up with nothing on this topic. Anyone know how to Blur out faces or objects in an MPEG-2 file? I have a couple authoring tools but none capable of this level of editing. Thanks.

From what I have read ,this product may do what you want.

Never had the pleasure myself of trying it.

I've accomplished that effectively with Ulead Media Studio Pro, but any editor that has the ability to create Moving Paths will work.
I needed to block out nude sunbathers for what was to be a PG vacation film for family viewing. So, I created a small mpg of pixel blocks that changed a bit over time (block colors alternated). Then I used moving paths to make that small box stay on the sunbather as the camera panned over the beach scene.
You could try a similar technique with equivalent software.
If the area you need to block is stationary, one of the plugins designed for logo removal with VirtualDub would do.
Good luck with it. -
