I am using CCE Basic to encode my DV footage. If I use CBR I can choose "System Stream" I end up with a file that I can put right int DVD Movie Factory and burn to DVD. If I pick VBR my only choice is "Elementary Stream". How do I get the files produced here onto a DVD?

Most authoring packages will import both a system stream (MPG), or elementary streams (M2V - Video and MPA - Audio).
Worse case, if your authoring software won't import elementary streams, then you can multiplex them in TMPGenc using FILE | MPEG TOOLS.
If your package doesn't accept elementary streams, I'd suggest you get another packageImpossible to see the future is. The Dark Side clouds everything...
