You'll have to post a sample, someone here may have some skills with what sounds like a forensic analysis

The first thing I would probably do is reduce the level of those very loud sounds which sound like someone touching or handling the microphone. There may be nothing that can be done to recover the speech under all that incredible noise. Then I'd raise the levels of the other sections where there is much less competing noise.

Man, that's bad audio. I can't understand a word of it but am inclined to think you have a good case for divorce. Here is a very quick, dirty go with a few tools in Audacity. Maybe it helps, maybe it doesn't...

Here's an attempt using Izotope RX and the DxRevive plugin -
I wouldn't call it particularly clear, but it's better than it was

Removing artifacts distorts the important elements they wanted to keep (the speech). I never altered the noise for that reason, just boosted the volume in the quiet parts. Yours took work though, I'll give you that, making and remaking noise profiles takes time, time I wasn't prepared to spend.

I used a dialogue restoration plugin, which I named. It's a suggestion only. If the OP thinks
it has promise, he can download it and try it for himself

It needs a little more polishing, but I think it's good enough:
