  1. Yes, I know there are countless articles about youtube recommendation settings for video upload but no mater how much material I read, nothing is comparable with real experience. I am producing videos (more specific remastered animated movies) in HEVC MP4, QHD resolution and bitrate around 10 Mbits. The problem is that there is slight degradation in image quality which to me looks like compression artifacts. Here I attached screenshots.

First one is the video uploaded and played in youtube (look at the white circle). Second one is original source. Тhe disturbance is most noticeable in the queen's dress. One of the reasons to upload in 1440p is to use the VP9 codec which promises to be more efficient than AVC but the results still look like AVC reencoding. If I reencode my videos in VP9 on the PC, rather than in youtube, will fix the problem? Or maybe the bitrate that I use (see above) is low for the reencoding? Does increasing bitrate in the source HEVC files will fix the issue?

    No. YouTube will always reencode.

No, since the quality of the uploaded file is fine, the bitrate does not matter.

What I would test first is whether adding some light noise to the clip uploaded to YouTube will trigger YouTube to use a higher bit rate for the reencode. (in case it does, YouTube probably uses some compression test before compressing the uploaded file.)

Even if you upload the original lossless master from the studio, youtube would still re-encodes it and compresses it. They have to reduce the file size and streaming bandwidth to accommodate millions of uploads a day and probably billions of streams.
