Not sure what's causing this, but everytime there's something overly bright/white onscreen, the Contrast on the histogram goes wayyy into the red. When i pause or rewind the video it shows normal brightness as how it should play, but pressing play and goes back to washed out bright whites with major clipping. I tried changing my ATI AIW to a spare one i have, but still the same issue. I also use a Datavideo TBC-3000 in the chain. Not sure what's the cause, but it sure is annoying. I have to keep recapturing the bright parts like this with the Contrast dialled way down.

You must not stop, pause and rewind etc. during capturing.
This is plain crap. Capture it again without the TBC-3000.
How does it look when you play the tape with the player directly connected to the TV?
Could there be some autogain mechanism at play here?
I know, i don't usually. I was only doing it to show how the brightness goes normal when paused.
I captured it again without the TBC and still having the same problem.
I had it hooked up to my nearby plasma tv but the legacy Scart to HDMI port has stopped working so i've no way of viewing it on a tv now.
I'm not sure what that is, but i do have everything hooked up to a UPS unit.

It looks to me like the titles and the last head-only shots are much brighter than the single full-bird shot, then join together.
If it's only this part of the tape, I'd try doing two captures, one for the titles and head shots with lower brightness and contrast levels, and one with the full-bird shot at higher levels.
That grey edge on the left is a bit of a worry too.
Can you use a (yellow) Composite cable ie AV In?I had it hooked up to my nearby plasma tv but the legacy Scart to HDMI port has stopped working so i've no way of viewing it on a tv now.
Is it a commercial macrovision protected tape?
Can you play it when you connect the VHS player to the TV as originally intended? Does your Plasma TV have a HDMI port only? No Composite or RGB or component input?

I think it is a combination of the tape, the player and the capture card that are responsible for the behavior.
I would try a different playback device. Ideally a video recorder built before 1998.
