So I have this HDMI capture card which seemingly does its job, except it doesn't.
The issue is with the fact that the video source is 1080/50p and this results in choppy video, and even though it's not that noticeable, it still is enough to bother me.
The only "FPS" options that are available for the card in OBS are:
- Match Output FPS (autoselect: 30)
- Highest FPS
- 60
- 59.94. NTSC
- 50
- 48 film
- 40
- 30
None of those work properly, the video is more or less choppy with all of the options.
The card has a passthrough HDMI output connected to the monitor and the video is perfectly smooth and correctly in 1080/50p, so I know that it can receive and recognize the signal properly.
If I click on "Configure Video", it opens a "Properties" windows with "Video Proc Amp" options, none of which are editable to me, they're all greyed out.
What can I do?
If nothing can be done with this card, can you suggest a better one?

Try an old school software like virtualvcr and report back to me. OBS (screen-like capture) is not the right tool it's well known

What are you capturing as? Video codec, audio codec, container?
You should capture a 50p source as 50 fps, YUV 4:2:2. Use a fast lossless codec for the video (eg, Ut Video Codec). Capture uncompressed PCM audio. Don't compress it. Don't save to your boot drive. Save to a fast hard drive or SSD. Any less choppy? -
I see no devices in "Settings->Devices" other than a generic "IPTV device".
I have no issue with capturing, I'm able to capture just fine with OBS.
The choppiness precedes the capturing, seemingly because I'm unable to correctly set the frame rate. -
Possibly your hardware does not support that frame rate, Cheap Chinese devices are weird. Get a better HDMI capture device.

It won't work with his capture card. Also, the development of GB-PVR was abandoned years ago. It has been replaced by NextPVR, which only works for capturing from HDMI using a few Hauppauge capture devices. It also requires special drivers for those capture devices to be installed which make the devices appear to be TV tuner cards.

It does support 576i/ 25fps, pretty sure it does up to 1080p/30fps. 60fps i don't think

That is right. According to the specs at the page you linked, your Velocap card supports capturing at up to 1080p30 but no higher.
The problem is that winoni71 wants a relatively inexpensive device to reliably capture a 1080p 50Hz HDMI source at 1080p50. That's really the only issue here. -
H.264 encoding can't be disabled. The device has an onboard video encoder chip and outputs a transport stream.
As far as encoding settings, options will be limited. Hauppauge's webside says the following:
PC connected recording datarate: from 8 to 50 Mbits/sec using Hauppauge Capture
Standalone recording datarate: 8Mb/sec, 12Mb/sec and 20Mb/sec
Recording format: PC connected: TS, MP4 or M2TS. Stand alone (to an SD card): MOVIgnore list: hello_hello, tried, TechLord, Snoopy329 -

Well, 50 Mbits/sec should be more than enough for 1080p.
Although I read in the "Hauppauge capture" manual that this model can only do VBR.
It does not record HDPC protected streams. -
